I am honored to lead this organization, dedicated to strengthening the ties between Kosovo and other Western Balkans countries and the United States—a cause I have personally been committed to for over two decades. Since beginning my journey in Washington, D.C., in 2002 as an intern with the U.S. House of Representatives Foreign Affairs Committee under the legendary Congressman Tom Lantos, I have worked alongside numerous Members of Congress and Administration officials (Republicans and Democrats alike) to advance relations between Kosovo and the United States. This firsthand experience has shown me the transformative power of
diplomacy, shared values, and partnership.
The Council on US Relations is committed to fostering these connections and helping individuals, communities, and nations realize the extraordinary opportunities a close relationship with the United States can bring. Our work is rooted in the belief that a strong US partnership offers immense benefits in economic development, democracy, social progress, and regional stability and security. US-Western Balkans Relations
The United States has played a significant role in supporting the development, stability, and integration of the Western Balkans within the global community. Through diplomatic, economic, and cultural engagement, the US has championed the region’s progress toward peace, democracy, and market-oriented reforms. Following decades of complex political transitions, the Western Balkans continues to advance in economic growth, institutional stability, and Euro-Atlantic integration, with the United States as a steadfast partner. Below is a closer look at the unique relationship the United States has cultivated with each country in the Western Balkans:
Kosovo
Since Kosovo declared independence in 2008, the United States has been one of its strongest allies, supporting its sovereignty and fostering its growth as a democratic state. The US played a crucial role during and after the Kosovo conflict, helping to secure peace and providing significant developmental assistance to rebuild the nation. Today, the US continues to support Kosovo’s international recognition, its Euro-Atlantic aspirations, and its efforts to strengthen democratic governance and economic stability.
Albania
The US-Albania relationship is marked by a shared commitment to democratic values, NATO partnership, and regional stability. Since the end of communist rule, the United States has actively supported Albania’s political and economic reforms, including its efforts to join NATO in 2009. Albania’s strategic location in the Balkans makes it a valuable ally, and the US continues to work with Albania on issues of security, defense cooperation, and judicial reforms. Albania’s aspirations to join the European Union have received strong US backing as well.
Croatia
Croatia and the US share a robust partnership, grounded in mutual goals for peace, stability, and prosperity in the Western Balkans. Since Croatia’s independence and subsequent NATO membership in 2009, the US has supported its Euro-Atlantic path and regional leadership role. As a member of the European Union, Croatia collaborates closely with the US on security issues, counter-terrorism, and economic initiatives. The strong relationship between the two nations fosters Croatia’s role as a positive influence in the Balkans, contributing to the US’s broader regional strategy.
North Macedonia
The United States has been a pivotal supporter of North Macedonia’s path toward Euro-Atlantic integration. The historic Prespa Agreement with Greece, which resolved the long-standing name dispute, was instrumental in North Macedonia’s NATO accession in 2020, a process supported by the US. The United States continues to partner with North Macedonia on strengthening democratic institutions, enhancing regional stability, and advancing the country’s EU accession process.
Montenegro
Montenegro enjoys a close partnership with the United States, particularly in areas of security and regional stability. Since gaining independence in 2006, Montenegro has made significant strides in democratic reform, joining NATO in 2017 with US support. The US continues to assist Montenegro in building its democratic institutions and addressing challenges such as organized crime and corruption. The partnership remains focused on bolstering Montenegro’s EU membership aspirations and maintaining its stability as a NATO ally.
Bosnia and Herzegovina
The United States has played a central role in Bosnia and Herzegovina’s post-conflict reconstruction following the Bosnian War, notably through the Dayton Peace Accords of 1995, which helped establish the framework for peace in the country. The US has remained engaged in supporting Bosnia’s path toward reconciliation, democratic reform, and Euro-Atlantic integration. Despite complex internal political dynamics, the US continues to work with Bosnia’s leaders to foster unity, combat corruption, and support EU and NATO integration efforts.
Serbia
US-Serbia relations have experienced significant transformation, especially in the context of Serbia’s Euro-Atlantic aspirations and its path toward economic development. While historical tensions related to the Kosovo conflict remain, the United States and Serbia have developed a pragmatic relationship focused on trade, security cooperation, and dialogue. The US supports the ongoing EU-mediated normalization process between Serbia and Kosovo, viewing it as essential to the region’s long-term peace and stability. US assistance to Serbia has also focused on economic reforms, judicial independence, and anti-corruption measures.

The United States remains committed to supporting the Western Balkans on its journey towards sustainable development, peace, and integration within the broader Euro-Atlantic community. Each country brings unique strengths and challenges to the relationship, yet all share a common interest in pursuing a future marked by economic prosperity, democratic governance, and enduring peace in the region. The Council on US Relations is dedicated to fostering these relationships, enhancing mutual understanding, and advocating for partnerships that will benefit both the Western Balkans and the United States.
